My laptop processor used to run a 2.20 GHz now it runs at 2.19GHz how do i change it back?

That is completely normal. It won't always read exactly 2.2ghz. A very very minute change could cause you to lose that much. That's 10mhz not 100. 2.2ghz=2200mhz so 2200 - 2190 = 10. And more than likely since it is a laptop, you will have absolutely no options for overclocking anyway.

You could overclock it...but then you may aswell go to 3ghz...that change will not make a difference and i bet you sometimes it will run at 2.21ghz

wow, your laptop went down 100MHz...is it still like that? processors don't just go down clock speeds, if it continues to go down, the transistors in your processor are failing, get your money back and get a new laptop, this is factory faulty if it goes down like that...
Thats not going to make a huge difference on your performance band of 100MHz. If you are worried so much on 100mhz processing speed, why not Overclock it?
