It sounds like your PC from 1999 with a fan hood is a Dell. Go to Dell.com and search their FAq for the electronic user's manual and/or troubleshooting guide to show you how to remove the black fan hood.

If it is not from Dell, then try going to the manufacturer's website and search their FAQs for assistance.

On another note, a PC from 1999 may no longer have any compatible CPU as an upgrade unless you have one from your own older computer. Also, some motherboards will only take certain types of CPU so be careful.

Good luck and I hope this helps.

The fan comes off!
Go to YouTube and search it there you might find what you need type in -How to change a computers processor or something like that.
It's almost definitely placed over the fan. Most older computer I've looked at are like that.

Simply try to remove it, then you can access the processor below.
If in fact as the first poster said it is a dell, there is a tag on the back of the tower (the bottom also). Jot the numbers and letters down. Go to dell and enter those in the appropriate place. You will want to click on manuals and then view. Click to processor and your there with instructions and diagrams. Link below.
